Party General Secretary and State President To Lam visits Pfizer in the United States and witnesses Pfizer and Vietnam Vaccine Joint Stock Company (VNVC) exchange cooperation documents to strengthen Vietnam’s preventive healthcare capacity
As part of his working trip to attend the high-level general debate of the 81st session of the United Nations General Assembly in New York, USA, on September 22, Party General Secretary and State President To Lam and the high-level Vietnamese delegation visited and held a working session at pharmaceutical group Pfizer, witnessing the exchange of cooperation documents between Pfizer and Vietnam Vaccine Joint Stock Company (VNVC) on enhancing Vietnam’s capacity for vaccination and disease prevention.
VNVC and Pfizer are two prominent organizations from Vietnam and the United States in the fields of healthcare, pharmaceuticals, and vaccines. At the document exchange ceremony, the two sides expressed their pride in their long-standing cooperation toward the shared goal of contributing to the care and improvement of the health and quality of life of the Vietnamese people. Both sides expressed their desire to contribute their respective expertise, capabilities, and resources to support Vietnam’s healthcare priorities; and to discuss and explore cooperation opportunities to promote vaccination, strengthen the preparedness and response capacity of the public health system, and contribute to achieving Vietnam’s long-term healthcare goals.
At the same time, VNVC and Pfizer expressed their appreciation for the Government’s leadership and direction, as well as its ongoing efforts to protect and improve the health of the people.
Earlier, in March 2025, in the presence of leaders of the Ministry of Health and the U.S. Consul General in Ho Chi Minh City, VNVC signed a memorandum of cooperation with Pfizer to share knowledge and support capacity development in high-quality vaccine manufacturing. Under the agreement, Pfizer will support VNVC in enhancing its knowledge of developing a vaccine manufacturing plant that meets international standards in Vietnam, with the goal of producing vaccines domestically to meet domestic demand and gradually participating in the global supply chain.

With more than 175 years of scientific development, Pfizer continuously researches and develops medicines and vaccines that contribute to disease prevention and treatment and improve health. In 2025, Pfizer’s medicines and vaccines reached more than 448 million patients worldwide.
VNVC operates Vietnam’s leading large-scale fee-based vaccination center system, with nearly 300 modern centers nationwide. In May 2025, VNVC broke ground on the VNVC Vaccine and Biological Manufacturing Plant in Tay Ninh Province. The plant is being built to international standards, including WHO-GMP, EU-GMP, and FDA-cGMP, creating a foundation for technology transfer and the gradual development of high-quality vaccine manufacturing capacity in Vietnam. The project covers an area of more than 26,000 m², with first-phase investment capital of more than VND 2.5 trillion and a designed capacity of approximately 100–120 million vaccine doses per year.
Under the plan, the VNVC plant aims to complete its infrastructure and manufacturing lines during 2027–2028, progressively acquire processes and technologies, and develop its manufacturing capabilities, with the goal of bringing products manufactured in Vietnam to market from 2029.

VNVC expands international cooperation to strengthen vaccine manufacturing capacity in Vietnam Alongside its cooperation with Pfizer, VNVC is expanding cooperation with many major pharmaceutical groups and organizations around the world – including GSK (UK), the Russian Direct Investment Fund (RDIF), the Gamaleya National Research Center for Epidemiology and Microbiology, Binnopharm, and Medsintez (Russia), among others – to strengthen Vietnam’s capacity to manufacture next-generation vaccines.
Most recently, at the Vietnam–France Business Forum held in Paris on September 10, VNVC reported to Party General Secretary and State President To Lam and French President Emmanuel Macron on the positive progress of its cooperation to manufacture next-generation vaccines, representing the first such cooperation in Southeast Asia. At the event, VNVC and Sanofi exchanged a Joint Statement identifying the manufacture of three important next-generation vaccines for children and adults as a priority: a six-in-one vaccine containing an acellular pertussis component, a seasonal influenza vaccine, and a meningococcal vaccine protecting against four disease-causing serogroups (A, C, Y, and W). Under the cooperation roadmap, the two sides aim to produce the first vaccine batches from 2028 and bring the products to market from 2029. |
