Party and State Leaders witness the architectural model of the VNVC Vaccine and Biological Manufacturing Plant

On the morning of October 14, 2025, as part of the 1st Congress of the Ho Chi Minh City Party Committee, General Secretary To Lam, along with senior and former leaders of the Party and the State, visited the exhibition of “National Strategic Technology Products.” At the event, the Tam Anh – VNVC – TAMRI Healthcare Ecosystem, representing the healthcare sector of Ho Chi Minh City, showcased its latest biomedical technologies, notably the VNVC High-Tech Vaccine and Biological Manufacturing Plant Project, aiming to achieve vaccine self-reliance and ensure national health security.

Within the elegant exhibition space, the Tam Anh – VNVC – TAMRI Healthcare Ecosystem introduced to the Party and State leaders and other distinguished delegates some of the country’s most sophisticated biomedical technologies, categorized under National Strategic Technology No. 7 on advanced bio-medicine.

The highlight of the exhibition was the VNVC Vaccine and Biological Manufacturing Plant Project, which commenced construction in May 2025 in Tay Ninh Province, with a total investment of nearly VND 2,500 billion. The project aspires to become one of the leading high-tech vaccine and biological manufacturing complexes in the region.

General Secretary To Lam, along with current and former Party and State leaders, took time to visit the exhibition space showcasing the Tam Anh General Hospital – Vietnam Vaccine Joint Stock Company (VNVC) – Tam Anh Research Institute (TAMRI) healthcare ecosystem, where outstanding achievements in healthcare, disease prevention, and vaccine research in Vietnam were presented.

The VNVC Vaccine and Biological Manufacturing Plant is designed and supervised by Rieckermann Group (Germany), a partner with over 130 years of experience in pharmaceutical technology. The plant is being built to stringent international standards of the WHO, EU, and U.S. FDA, ensuring full capabilities for industrial-scale vaccine and biological production, packaging, testing, and preservation.

Upon completion and operation by the end of 2027, the plant is expected to achieve a production capacity of approximately 100 million doses per year, capable of manufacturing a wide range of essential vaccines for both children and adults, while remaining ready to produce large quantities in response to public health emergencies and global pandemics.

In particular, the plant is envisioned to become a center for technology transfer, research and development (R&D) in the field of vaccines and biologicals, contributing to Vietnam’s goal of achieving full self-reliance in vaccine production, from clinical research, clinical trials to manufacturing, quality control and export..

Currently, VNVC operates over 240 vaccination centers, supported by a workforce of nearly 10,000 healthcare professionals. With the VND 2,500 billion manufacturing plant project set to commence operations by late 2027, VNVC’s presentation drew significant attention from delegates at the exhibition.

VNVC has already established numerous cooperation and core technology transfer agreements with leading international partners from Russia, France, and the United States in the fields of vaccine and biological research, production, and development — including mRNA vaccines, therapeutic biologics, and potential anti-cancer vaccines. This marks a strategic step, reflecting VNVC’s long-term vision, global cooperation capacity, and the aspiration of Vietnam’s private healthcare sector in the journey to ensuring national vaccine self-reliance and health security.

VNVC is one of the very few private enterprises worldwide that have boldly invested in the establishment of a high-tech vaccine and biological manufacturing plant within its own country. This decisive investment milestone not only affirms VNVC’s capability, determination, and vision in the field of biotechnology and healthcare but also helps elevate Vietnam’s standing on the global vaccine research and production map, making tangible contributions to the nation’s goal of building a self-reliant, modern, and globally integrated healthcare system.

The VNVC Vaccine and Biological Manufacturing Plant, with an initial investment of over VND 2,500 billion, is being constructed to meet the world’s highest technological and environmental standards.

This project clearly demonstrates the pioneering role of the private healthcare sector in realizing the major guidelines and resolutions of the Party and the State, such as Resolution No. 57-NQ/TW (2024) on breakthroughs in the development of science, technology, innovation, and national digital transformation; Resolution No. 72-NQ/TW (2025) on developing people's health and Resolution No. 98/2023/QH15 on specific mechanisms for Ho Chi Minh City’s development. With this orientation, VNVC is making a vital contribution to advancing a smart healthcare system, knowledge-based economy, and healthy society, while reinforcing Vietnam’s position on the regional and global healthcare map.

Alongside VNVC, Tam Anh General Hospital and Tam Anh Research Institute (TAMRI) also proudly represented Ho Chi Minh City’s healthcare sector, presenting a series of cutting-edge biomedical technologies under National Strategic Technology Group No. 7. Notable highlights included: the world-class AI-integrated cranial neurosurgical robot (currently available in only 14 countries); an ultra-clean ISO 5 laboratory system holding an Asian record; immunoassay equipment used for next-generation oncology drug trials conducted simultaneously with Harvard University Hospital (USA); the first hepatitis D testing system in Vietnam; and a series of next-generation diagnostic imaging systems such as Somatom Force VB30 CT scanners and 3 Tesla AI-integrated MRI systems, and many others.
