The Tam Anh – VNVC Healthcare Ecosystem signs a cooperation agreement with the Administration of Maternal and Children’s Affairs (Ministry of Health) to strengthen comprehensive health protection for Vietnamese women and children
On June 3, 2026, in Hanoi, the Administration of Maternal and Children's Affairs (Ministry of Health) and the Healthcare Ecosystem comprising Tam Anh General Hospital, VNVC Vaccination Center System, ECO Pharma, and Nutrihome Nutrition officially signed a memorandum of understanding aimed at strengthening health communication and education activities, enhancing professional capacity, and promoting initiatives for the comprehensive development of Vietnamese women, mothers, and children.

The signing ceremony was attended by Assoc. Prof. Nguyen Tri Thuc, MD, PhD, Deputy Minister of Health; leaders of the Department of Health and Sports under the Party Central Committee's Commission for Information, Education and Mass Mobilization; leaders of the Vietnam Association for Protection of Child Rights; leaders, experts, and staff members of both organizations, along with reporters from press and media agencies.
The memorandum of understanding was signed on the basis of leveraging the strengths, experience, and resources of each party, with the goal of improving the quality of protection, care, and health promotion for women, mothers, and children, while also helping to disseminate scientific knowledge and raise public awareness of healthcare and child protection in the current context.
Under the terms of the memorandum of understanding, the two parties agreed to carry out their cooperation on the principles of equality, voluntariness, and good faith, in accordance with the functions and responsibilities of each party and in compliance with the provisions of the law. The key areas of cooperation include:
- Coordinating community communication and education activities on healthcare for women, mothers, and children;
- Organizing training programs, professional workshops, and capacity-building activities to enhance the capabilities of personnel working in relevant fields;
- Collaborating in the compilation, development, and publication of professional materials, guidebooks, and communication products serving healthcare and child protection activities;
- Promoting communication activities and supporting the enhancement of the effectiveness of the National Child Protection Hotline 111, thereby contributing to greater access to child support and protection services.
Speaking at the signing ceremony, Mr. Dinh Anh Tuan, Director of the Administration of Maternal and Children's Affairs, stated that in recent years, the protection and care of mothers and children has always been a top priority of the Party and the State.
However, significant challenges remain in maternal and child healthcare and protection, particularly disparities in access to healthcare services among regions, as well as risks posed by emerging infectious diseases, accidents and injuries, drowning, violence, child abuse, and mental health issues.
Mr. Tuan noted that many cases of childhood illness and mortality are entirely preventable through effective preventive measures, including vaccination. Yet even in the 21st century, there are still cases of children suffering serious illness, and even death, due to incomplete vaccination stemming from misconceptions about vaccines. In addition, tragic drowning incidents, severe child abuse, and child maltreatment continue to occur, the most recent being the case of a four-year-old girl in Hanoi who died of multiple traumatic injuries caused by abuse.
Mr. Tuan expressed his expectation that the cooperation between the Administration of Maternal and Children's Affairs and the Tam Anh – VNVC – ECO – Nutrihome Healthcare Ecosystem would help mobilize social resources to promote health communication and education, enhance the capacity of personnel working in child-related fields, promote wider awareness of the National Child Protection Hotline 111, and at the same time expand access to preventive healthcare, vaccination, nutrition, psychological counseling, and child protection services nationwide.

Representing the Tam Anh – VNVC – ECO – Nutrihome Healthcare Ecosystem, Ms. Ha Thu Nga, Vice Chairwoman of the Board of Directors of Tam Anh General Hospital and Deputy General Director of Vietnam Vaccine Joint Stock Company (VNVC), stated that the cooperation is being implemented with the shared goal of improving the quality of healthcare and health protection for women and children – population groups that are of particular importance to the sustainable development of every family and of the nation. According to Ms. Nga, the public–private partnership model will leverage the strengths of each party, contributing to the development of comprehensive solutions ranging from disease prevention, vaccination, nutrition, and treatment to mental healthcare and the creation of a safe and healthy living environment for women and children.

In his keynote remarks at the ceremony, Assoc. Prof. Nguyen Tri Thuc, MD, PhD, Deputy Minister of Health, highly appreciated the cooperation initiative between the Administration of Maternal and Children's Affairs and the Tam Anh – VNVC – ECO – Nutrihome Healthcare Ecosystem, and expressed his confidence that the close coordination among the parties would generate meaningful value for the community.
The Deputy Minister emphasized: “I am confident that, with the determination, sense of responsibility, and close cooperation of all parties, the commitments made today will soon be realized through concrete programs and activities that bring tangible benefits to women, mothers, and children. In doing so, they will contribute to the successful implementation of the goals of the National Strategy for the Protection, Care and Improvement of People's Health through 2030, with a vision to 2045, while helping to build a generation of Vietnamese children who are healthy, safe, and able to develop comprehensively.”

The memorandum of understanding marks the starting point of a long-term partnership between the two parties, with the shared goals of improving the quality of healthcare services, strengthening child protection, and making positive contributions to the sustainable development of the country.

The Administration of Maternal and Children's Affairs is a specialized agency under the Ministry of Health, responsible for advising and assisting the Minister of Health in exercising state management functions and organizing the enforcement of laws in the fields of maternal and child health, and reproductive healthcare, including maternal healthcare and nutrition; child healthcare; child protection; comprehensive child development; management of professional and technical services in obstetrics, gynecology, and neonatology; midwifery; and reproductive healthcare services for various population groups.
