Shaping Vaccination Service Quality

The VNVC Vaccination Center System was established in 2017 in a context where service vaccines in Vietnam were frequently limited in both quantity and variety, vaccine prices were high and volatile, and public demand for vaccination services was not fully met. In particular, comprehensive service quality, from storage and administration to customer care, had not been adequately prioritized.

In response to these challenges, VNVC made the strategic decision to develop and implement a high-quality, fully professional vaccination center model for both children and adults, from sourcing internationally top-tier vaccines to applying strict professional standards in storage and administration. At the same time, VNVC has made substantial investments in facilities and service amenities to deliver high levels of customer satisfaction and safety assurance.

VNVC has established a professional vaccination model, ensuring stringent vaccine storage and substantial investment in infrastructure, service amenities, and clinical quality, delivering high levels of customer satisfaction and safety assurance.

In Vietnam, vaccination activities are governed concurrently by the Law on Disease Prevention, the Law on Pharmacy, and the Law on Medical Examination and Treatment. Accordingly, VNVC has set the objective of achieving excellence across all professional areas, including compliance with Good Distribution Practice (GDP) and Good Storage Practice (GSP), deployment of highly qualified and licensed medical personnel, implementation of controlled one-directional vaccination workflows, assurance of post-vaccination monitoring and response protocols, and maintenance of continuous training and professional development programs.

To secure access to next-generation, high-quality vaccines worldwide, VNVC has negotiated and established strategic, comprehensive, and long-term partnerships with leading global vaccine manufacturers such as GSK, Sanofi, MSD, Pfizer, Abbott, Takeda, Substipharm Biologics, among others. As a result, VNVC consistently maintains access to high-quality vaccine supplies under favorable conditions. Notably, its investment of tens of millions of USD to access COVID-19 vaccines contributed to Vietnam becoming one of the first countries in Southeast Asia to obtain the AstraZeneca vaccine, supporting the largest rapid vaccination campaign in Vietnam’s medical history and contributing to pandemic control and the return of daily life to normal.

VNVC currently operates over 260 centers nationwide, with more than 12,000 healthcare professionals, serving tens of millions of children and adults each year.

Vaccines are particularly important and sensitive biological products; therefore, to ensure quality, efficacy, and safety, VNVC has established stringent storage processes in accordance with international standards. At the heart of this system are hundreds of GSP-compliant cold storage facilities deployed across VNVC centers nationwide.

In addition, VNVC has made substantial investments in large-scale central vaccine warehouses in Hanoi, Da Nang, and Ho Chi Minh City, including both standard cold storage and ultra-low temperature systems, such as those previously required for Pfizer COVID-19 vaccines. The cold chain system is equipped with at least three independent power sources, operates independently of the national power grid, and incorporates real-time temperature monitoring along with multi-checkpoint alert systems with personnel oversight.

Human resources constitute a core strength of VNVC. All doctors and nurses are systematically trained in clinical examination, vaccination techniques, and emergency response. Each year, the system organizes thousands of professional training programs, technical workshops, and Continuing Medical Education (CME) activities, ensuring continuous and standardized updates of knowledge and skills. Training content covers not only vaccination protocols and post-vaccination adverse event management but also emergency response to unexpected situations such as stroke and airway obstruction, as well as communication and patient interaction skills to ensure a smooth vaccination experience.

After nearly 10 years of development, VNVC has built a network of more than 260 modern vaccination centers nationwide, staffed by over 12,000 doctors, nurses, and healthcare personnel, with nearly 3,000 consultation and vaccination stations, serving tens of millions of children and adults.

In parallel with expanding its nationwide coverage, VNVC maintains a price stabilization policy despite ongoing economic challenges, while implementing flexible financial solutions such as interest-free “vaccinate now, pay later” programs to broaden access to high-quality vaccines.

VNVC is also a pioneer in strengthening public awareness and expanding public access to vaccination through in-depth communication and health education initiatives. Hundreds of online consultation programs each year, hundreds of communication campaigns in schools and residential communities, and dozens of contests disseminating vaccination knowledge have contributed to improving public awareness of vaccination, gradually building a community that is well-informed and takes early action against disease risks.

With a strong focus on green digital transformation and the application of technology in vaccination management, VNVC has pioneered the implementation of electronic vaccination records via the VNVC Mobile App, enabling lifelong health record management. The digitalization of data and the development of identification-based management systems are progressively forming a big data platform, enhancing service quality and customer experience.

VNVC has also implemented programs providing millions of free vaccine doses to disadvantaged children and adults, while strengthening vaccination awareness and education initiatives across schools, residential communities, and social organizations nationwide.

As a result of these efforts, VNVC has contributed to increasing vaccination coverage among both children and adults, with the adult segment recording particularly strong growth and accounting for over 40% of total customers. This has progressively established a norm of lifelong vaccination within the community. The latest estimates of national vaccination rates from the World Health Organization (WHO) and UNICEF indicate that Vietnam is significantly improving its capacity to prevent vaccine-preventable infectious diseases, particularly following disruptions caused by the COVID-19 pandemic.

Commitment to a Strategy of High-Quality Vaccine Self-Reliance for Vietnam

In a context where vaccine supply remains largely dependent on imports, VNVC has proactively contributed to advancing Vietnam’s policy of strengthening vaccine self-reliance by investing in the development of a high-tech Vaccine and Biological Manufacturing Plant. The project is designed as an integrated system covering research, technology transfer, and large-scale production, with the objective of progressively mastering modern vaccine technologies, securing domestic supply, and advancing toward the production of high-demand vaccines for both children and adults.

The VNVC Vaccine and Biological Manufacturing Plant, with an initial investment exceeding VND 2,500 billion, broke ground in May 2025 in Tay Ninh. The facility is being developed in accordance with advanced international standards set by the WHO, Europe, and the U.S. FDA, and is expected to supply more than 100 million vaccine doses each year upon becoming operational. This represents a concrete step toward enhancing Vietnam’s vaccine self-sufficiency, strengthening preventive healthcare capacity, improving epidemic preparedness, reducing dependence on imports, and promoting the development of the domestic biotechnology and biomedical industries.

The project is also aligned with major national strategies on science and technology, innovation, and sustainable growth, in accordance with key policy resolutions such as Resolution 57, Resolution 72, and the healthcare sector development orientation toward 2030.

VNVC has further strengthened cooperation with leading global pharmaceutical companies and partners such as GSK (United Kingdom), Sanofi (France), Pfizer (United States), the Russian Direct Investment Fund (RDIF), Medsintez (Russia), and Syntegon (Germany), with the objective of progressively accessing and mastering advanced vaccine manufacturing technologies and enhancing domestic production capacity.

The plant is being developed under a “green factory” model, meeting LEED Gold standards, incorporating energy-saving solutions, resource reuse, and emission reduction measures. The project not only fulfills high-tech vaccine manufacturing requirements but also aligns with Vietnam’s green growth strategy.

Built on a foundation of systematic investment, large-scale operational capacity, and a forward-looking approach to innovation and sustainable development, VNVC is steadily affirming its pioneering role within Vietnam’s modern healthcare ecosystem. Beyond contributing to national vaccine self-reliance, VNVC is creating new development pathways for the vaccination service market, progressively integrating Vietnam more deeply into the global biomedical value chain.

Recognition through ASEAN regional awards not only acknowledges VNVC’s achievements but also marks a milestone affirming the position of a Vietnamese healthcare organization with demonstrated capability, resilience, and vision, one that is progressively expanding its regional presence and asserting its role on the global healthcare map, with the overarching objective of protecting and improving community health.
